Remove the rubber plug and use a brake adjusting spoon, the same kind used for adjusting drum brakes. There are adjuster ports on the inside of the back plate of the rear rotors. If your parking brake is not holding your problem lies in the adjustment of the set of drum brakes that serve as the parking brake inside of the rear rotors.
Ensure the rear brakes are adjusted correctly first, then adjust parking brake. The E-brake does work, just enough to stop the car from rolling down the driveway when it's in neutral. I adjusted my rear brakes and I was testing my emergency brake, it seemed to barely grab with the pedal to the floor. Some cars with four-wheel disc brakes have a separate drum brake integrated into the hub of the rear wheels. Most cars use a cable to actuate the emergency brake. In cars with disc brakes on all four wheels, an emergency brake has to be actuated by a separate mechanism than the primary brakes in case of a total primary brake failure. It's not often you need to replace the parking brake shoes on a rear disc brake set up, but if you do, this video will guide you through it. Tighten the parking brake adjusting nut until the parking brakes drag slightly when the rear wheels are turned. Press the brake pedal several times to set the self-adjusting brake before adjusting the parking brake. Loosen the parking brake adjusting nut (A).
